Strategic Priorities 2025 – 2027

Introduction

This guide sets out the three strategic priorities of the North Yorkshire Safeguarding Adults Board (NYSAB) for 2025- 2027 and what they mean for people living, working and volunteering in North Yorkshire

What are strategic priorities?

Strategic Priorities are the key areas the North Yorkshire Safeguarding Adult Board wants to work on over a set period of time.

By working on and delivering these priorities we aim to keep adults in North Yorkshire safe from harm, abuse and neglect.

These priorities show how we will help and protect people with care and support needs at risk of abuse and neglect.

Priority 1

Connection:

  • Our Communities – promote equality and to involve and amplify the voice of communities
  • Our Workforce – engage and continue to support the workforce
  • Raising Awareness – raise awareness of abuse and neglect and how to report it and raise the profile of the NYSAB.

What will we do?

We will connect with our communities by listening, promoting inclusion, and ensuring everyone has fair access to safeguarding support and services.

We will empower communities to share their experiences and influence how safeguarding support is designed and delivered.

We will ensure the workforce understands the role of the Safeguarding Adults Board and how it supports them in protecting adults at risk.

We will engage with professionals, listen to their challenges, and work together to offer them practical and useful support.

We will raise awareness of abuse and neglect, ensuring everyone knows the signs and how to report concerns.

We will raise the profile of the Safeguarding Adults Board so more people understand its role in protecting adults at risk.

Priority 2

Prevention:

  • Recurring rough sleeping.

What will we do?

We will work with partners to support people who are repeatedly rough sleeping or at risk of this, helping to prevent abuse, neglect, and exploitation.

We will engage with people who are rough sleeping to understand their needs.

  • Transition of service, location, young person into adulthood.

What will we do?

We will work with partners to ensure smooth and safe transitions between services, reducing safeguarding risks during key life changes.

We will support young people moving from child to adult services, ensuring they receive support during transition and onwards to prevent safeguarding risk.

  • Self-Neglect.

What will we do?

We will raise awareness of self-neglect as a safeguarding concern and promote compassionate, person-centred responses.

We will make sure there are enough skilled teams working together to support people at risk of self-neglect.

Priority 3

Confident Practice:

  • Trauma Informed Approach.

What will we do?

We will embed a trauma-informed approach, ensuring safeguarding responses are compassionate and consider past experiences.

We will support staff to build the confidence and skills needed to apply trauma-informed practice in safeguarding work.

  • Mental Capacity Assessment.

What will we do?

We will support staff to be confident in the use of Mental Capacity Assessments

We will ensure assessments carried out in line with current legislation, case law, and best practice guidance.

  • Information sharing & recording.

What will we do?

We will ensure relevant safeguarding information is captured and shared in a timely way to protect adults at risk.

We will promote effective information sharing between partners to ensure adults at risk receive the right support at the right time.

  • Professional Curiosity.

What will we do?

We will support staff to be professionally curious, promoting a culture of questioning and exploration to understand the full context of each situation.

We will support professionals to reflect on their approach, biases, and decision-making processes to continuously improve safeguarding outcomes.

  • Learning & Continuous Improvement

What will we do?

We will promote a culture of continuous learning and improvement to ensure the workforce remains confident and effective in safeguarding.

We will analyse trends and themes from various sources to identify and address safeguarding issues, ensuring our practices are informed and effective.

The Care Act Principles and what these mean for the people of North Yorkshire

Our strategic priorities are in line with the 6 principles from the Care Act 2014

Empowerment – “I am asked what I want as the outcomes from the safeguarding enquiry and these directly inform what happens”.

Prevention – “I receive clear and accessible information about what abuse is, how to recognise the signs of abuse and here I can report it and get help”.

Proportionality – “I am sure that the professionals will work for my best interests as I see them and will only get involved as much as needed”.

Partnership – “I know that those who care for and support me treat any personal and sensitive information confidentially, only sharing what is helpful and necessary. I am confident that people will work together to get the best for me.

Accountability – “I understand the role of everyone involved in my life”.

Protection – “I get help and support to report abuse. I get help to take part in the safeguarding process to the extent of which I want and to which I am able”.
